This publication came about on the initiative of the Baltic Development Forum in Copenhagen: this should lead to a paper that deepens the ongoing discussion of what holds a region like the Baltic Sea together. What is the quality of
this community? What identity in its own? What is it based on? Can it be broken down into its constituent elements?
